Incorrect Assigning of Competencies to Section

Bug Description

I created a new course with a new section. I wanted to assign all the competencies from the state course: Information Technology (IT) Fundamentals - 6670. I went to the section I created and clicked on Assign Competencies. I selected the Business and Information Technology area. Then I highlighted Information Technology (IT) 6670 and clicked Assign All from Course. It then said "The following competencies were just assigned:" and listed all of the correct competencies for the class Information Technology (IT) - 6670. Then I clicked on the Actions Menu and selected to View Competencies. It showed most of the correct groups of competencies from Information Technology (IT) - 6670 except for 2 of the groups that are common in all classes throughout the state: "Participating in Student Organization" and "Implementing Virginia's CTE Course Requirements". Those 2 groups existed but were listed from coming from the course Advanced Agricultural Power Systems - 8020 which I had never added anything from or even looked at before.

this is happening because the Advanced Agricultural Power Systems competencies have the same global id as the IT competencies. Advanced Agricultural Power Systems seems to be the first place the system finds those competencies. This is not an issue with assignment, but with the view and the fact that competencies are assigned to sections and courses by global id.

This will be solved by the use of CompetencyReferences instead of GlobalIds.
