Recorded video is black on first boot

krillin rtm/16

Test case.
- flash a krillin with --bootstrap
- On *first boot*, open camera app.
- Record a video 10 seconds or longer.
- Go to camera roll.
- Tap to play the recorded video.

Expected result.
- Recorded video is reproduced correctly.

Actual result.
- The thumbnail is not generated
- Video is all black.

This was tested in krillin RTM image #16 and proposed-customized #331.

Just tried with rtm #17 (--bootstrap), but could not reproduce the error. Same errors seen in log:

but I was able to record & watch the video, so those traces must be a red herring. I will try again.

So I have done 2 more tries:

* First one, the thumbnail was black, but I was able to see the video.

* Second one, I tried to be fast on the first boot but anyway thumbnail was generated and I could see the video.

It might be the case that media-hub-server has still not executed when doing this, or that it is still generating ~/.cache/gstreamer-1.0/registry.arm.bin.
