Camera takes a long time to launch (30+ seconds) and disappears from view

Bug Description
On mako image #176, when I try to launch the camera-app it takes a really long time to load - probably 30 or more seconds. When it's done loading it seems to disappear, but if we look in the application carousel we can find it running. Also when pulling the launcher out from the left, there appears to be a 'ghost' application that moves to the right with the gesture. See the attached screenshot for what I mean.

I managed, don't know how, to make the dialog "Camera app wants to know your location. Do you agree? Yes/No"
Answering yes made subsequent starts 'fast' and normal again.
