Metadata Plugboard for device being applied to disk

Bug Description

In Calibre 0.8.0 I have a custom Metadata plugboard configured as:

any format:any device = ([{series:|(|}{series_index:0>2s| |) - }{title}] -> title)

I want this format applied when I send books to my device. However, this is also being applied when I save books to disk. Since the disk is not a device, and there is a plugboard configuration option for save_to_disk, I believe my plugboard should not be applied when saving to disk.

Both save to disk and the content server are considered to be devices. That won't change, or at least I won't change it.

A plugboard priority scheme has been added. You can now override the general plugboard with an empty save-to-disk variant. (GRiker -- this is the point of commonality between the Apple problem and this one.
