[Enhancement] Locking VL tabs also locks order

Bug Description

On virtual library tabs, 'lock tab' just hides the close button. I think it would also make sense if it also locked the order of tabs to prevent accidental drag-drop.

Is accidental drag and drop an actual thing? drag and drop is fairly involved
action, unlike a misplaced click.

Yes. Since my stroke, several times. (I also sometimes pull the mouse off the desk and drop on the floor.)

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
