[Enhancement] - Request method to bulk transform tags of selected ebooks using a preset list of rules

Bug Description
I have attempted to automatically change certain tags which are imported with my ebooks. Sometimes deleting, sometimes renaming, sometimes replacing a set of tags with one tag. I've tried utilizing the Rules to filter tags read from metadata under Adding Actions but I haven't been able to get it to work. It hasn't even done anything to the ebooks I've added specifically to test it. I assume once I save the ruleset it should automatically apply to each new ebook I import.
Either way, I think it would be a relief to be able to take that saved ruleset and apply it across the library or with selected books, perhaps under the Manage Tags option. Otherwise, I'm repeatedly trying to replace, rename, and delete the SAME tags over and over each time I bulk import.
There are two places you need to possibly define such rules. >Metadata
Preferences->Adding books->Adding actions this will affect tags from all
books added to the library from then on. And Preferences-
downloading which affects tags downloaded from online sources.
Both of these rulesets most definitely do work. Having yet another
ruleset is pretty redundant and one that has to be applied manually even
worse since it will inevitably be forgotten.
