v7.2 -> Adding book via calibredb and content server on the same machine fails

Version: 7.2
Issue:
I have a script that uses calibredb to communicate to calibre on the same machine via the content server. I have the checkbox ticked that allows editing from the same computer.

When calling `calibredb add`, this is failing in v7.2 with a forbidden error.

Rolling back to version 7.1 fixes the issue.

And whats is the calibredb command you are using, specifically the
--with-library part

OS: Windows
CmdLine: calibredb.exe add --with-library http://127.0.0.1:8080/#Books --duplicates --tags="Fantasy Fiction,Humorous Stories,Witches" --cover=kc4qrncw.53p --languages=eng C:\Temp\Downloads\books\4A030663.epub

If you use localhost instead of 127.0.0.1 it will be fine.
