vertical mousewheel scrolls to previous/next section

The jump backward a section via vertical mouse wheel jumps to the end of the previous section. With this patch, it jumps to the beginning.

Why should jumping to previous section via mouse wheel work differently
than jumping to previous section via other methods?

No, they shouldn't: using the mouse wheel and clicking the respective
icons on the toolbar should work exactly the same. The patch is just
doing this. Sorry, I have only recently found out the icons on the
toolbar and the get_boss methods in the source code. So out of habit, I
prefer to navigate through books via the mouse wheel. Maybe this patch
is also useful for other users.

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
