[Enhancement] do a library switch in calibre via the command line

Bug Description

If calibre is running and the command 'calibre --with-library "path to library"' is used, then switch to the library named providing it's safe to do so (e.g. no active modal dialogues or jobs) and if it's not safe pop a message.

Using --with-library is not supported, but you can do so already using a
calibre:// URL as the argument https://manual.calibre-ebook.com/url_scheme.html#switch-to-a-specific-library

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
