Annotations Sometimes List Out Of Order

Bug Description
Most of the time annotation highlights display in the annotations toolbar by order of appearance in the book. However, sometimes they are displayed in random order.
kovidgoyal mentioned a willingness to look into the issue if examples were sent in this bug...:

...So I've attached two copies of the same* ebook that display each of these behaviors: One sorts annotations correctly and the other sorts them randomly.
I've inspected the annotation metadata, but I don't see anything there that would cause this (though, admittedly, I'm not fluent in calibre annotation metadata). I'm wondering if there is something in the ebooks themselves that are causing this behavior.
