NB: On Windows the AltGr key is implemented as Ctrl Alt. If you are using Windows then make sure you don't have Ctrl Alt defined in any shortcut where you want to use AltGr to get the shortcut character.

I suspect that in your case "Ctrl Alt {" is defined for the action you are seeing.

The solution of Cahrles doesn't help.
It's an old problem also in german keyboard layout.

"Ctrl + Alt + {" and "AltGr + {" lead to the same result.
It doesn't work in the editor main windows of txt-files, but it works in css-files and in the search-box.
Therefore it's a solution to type the "{"-sign in the search-box and copy and paste it to the position in the main-window, where you need it.
