Make the Viewer TOC touch friendly

Bug Description

The Viewer can be navigated using touch gestures with a laptop that has a touch screen. However, the Table of Contents isn't touch friendly.

It cannot be opened with a swipe from the left for example.

Also, once it is open, you cannot scroll it with touch swiping.

I suggest the implementation of these two gestures to make the Viewer more touch compatible.

Calibre 5.38 on Ubuntu 21.10 running on a laptop with a touchscreen.

swiping is used for changing pages, that's not going to change. However,
adding touch scroll to the toc highlights and search panels is worth
doing.

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
