[Enhancement] command for automatically editing userdb

Bug Description

Since userdb can only be modified when calibre-server has stopped.

It would be great to have command for automatically editing restrictions/readonly. So that it would be done automatically in CLI at a specific suitable time (ex: at midnight so that the headless server and be rebooted).

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
