hashtag in identifier breaks url

Bug Description

Calibre 5.17, Windows 10

I have a rule to convert a custom identifier into a url, which is
https://j-novel.club/series/{id}

When I have the identifier set to
jnovel:ascendance-of-a-bookworm#volume-6
the # is escaped in the url, so I end up with https://j-novel.club/series/ascendance-of-a-bookworm%23volume-6

There doesn't seem to be a way to get the character # to appear in the output url.

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
