Scrolling within annotation window doesn't work properly

Bug Description

Calibre 5.16 x64 Windows 10

Steps to recreate:
1. Highlight text and click on the toolbar to open up the annotation/note window
2. Maintain the mouse pointer within the note window and scroll with my trackpad (and presumably with a mouse wheel) while the pointer is focused in the note window,

Expected result: the note window scrolls
Actual result: the book text/window scrolls
Why this matters: Sometimes I write large notes and it would be helpful to be able to scroll with the mouse rather than use arrow keys or click/drag the window slider. It is especially important because it appears that we can't resize the note window.

Related request: Is it possible to add a resize handle to the corner(s) of the note window?

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.

Thanks for addressing this. However, there's one more wrinkle - if I move away from the note window and scroll in the book viewer, the note window closes and any progress made on the note disappears.

Is is possible to have the note window remain hovering? If not, perhaps disabling scrolling outside of the note window is necessary while it is open?
