[Enhancement] Allow Manage Tags to open to a selected letter vs selected tag

I'm pretty sure that in the previous version (4.15) when you right click on any tag in tag browser and select Manage Tags, it opened the Tag Manager to the selected tag. Now in 4.16 it just opens to the top of the list. If I'm not mistaken, then could you please fix this - it was very useful to be able to go exactly where you wanted to go rather than having to scroll and find it.

I now see that it only opens to a specific spot if you right click on a specific tag. It doesn't work if you open Manage Tabs by right clicking on a summary letter (G for example, vs Geography). Not sure if this is something you want to change - not a big deal, though slightly counterintuitive.

@charles: I dont care about this, if you wish you can have right
clicking on a letter open to the first item with that letter, or ust
leave it as is. Up to you.

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
