Issue with viewer: '::before'

Calibre 4.02 under win7:
In a book (utf-8) with the following CSS entry

p.ugap::before {
    content: "⚔ ⚔ ⚔";
    display: block;
    text-align: center;
    font-size: smaller;
    letter-spacing: 0.25em;
    margin-bottom: 0.25em;
}

each ⚔ shows as âš” -- which I think is the ASCI/local codepage equivalent of the utf-8 character.

I dare say that the CSS is not read as utf-8 -- in Sigil it is and everything shows as it should.

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
