Bug Description

When I try to start Calibre 3.41.1 in my computer (Win10) the program sends an error message, but does'nt run.
The message:
Python function terminated unexpectedly 'utf8' codec can't decode byte 0xd5 in position 12: invalid continuation byte (Error Code: 1)

If I downgrade to 3.39.1 than Calibre works good.
