[Enhancement] Add notification when new plugin is available

Please, would it be possible to add notification icon when completely new plugin is developed and offered in Plugin manager? Now, there is only notification about updated plugin, but not for new plugin which may be interesting for user
For example changing existing icon of Preferences, or maybe text notification similar when new version of plugin is available.
