[Browser Viewer] problem with swipe

Bug Description

Swiping up or down, in a book with multi-level TOC, only jumps between the top level (next/previous part) rather than the bottom level (next/previous chapter)

Before reaching the last heading 1 item, it is possible to swipe down to move back (heading 1 level only, heading 2 level is completely ignored), and to swipe up to move to the next. But as long as the last heading 1 item is reached, swiping down makes no effect at all.

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
