Bug Description

In the latest versions - now 3.6 - (windows 8.1) the bottom of the convert books screen doesn't "respect/sense" the taskbar at the bottom of the screen. I have to move the taskbar from the bottom to the side in order to access the OK and Cancel buttons. I can resize the screen but next time I open Calibre I have the same problem.

That's odd. Botht hat the size is initially correct and that the
corrected size is not remembered. Are any calibre settings being
remembered at all for you?

Since you say it started recently, it is most likely caused by the
automatic high DPI scaling. You can turn that off in Preferences->Look &
Feel->Adjust for high resolution screens. That should get the original
size back to what it was before calibre 3.x. However, the question
remains why the size is not being remembered, most liekly a permissions
issue in your calibre config folder. You can try running calibre in
debug mode to get more info on that.
