main toolbar device connected massage fails

Bug Description
calibre 2.83.0 running on windows 10.
Attempt to edit toolbar preferences for main toolbar with device connected.
Remove action "location manager", remove some other actions, reorder those remaining, then apply changes.
When go to this toolbar (either through preferences or connecting device) the "location manager" action is still there, and the other actions are not in the sequence which was set. Other actions which were deleted remain deleted. Open/close Calibre has no effect, nor does rebooting computer.

Fixed in branch master. The fix will be in the next release. calibre is usually released every alternate Friday.
