Can't Remove Column Icon Rules

I can't remove Column icon rules (simple and advanced) by clearing the condition or deleting the template code - see attachments in the attached zip

I'm 99.999'% certain this worked in the past - I noticed it first on 2.77, so I upgraded to 2.82,the problem persists

As far as I know that has always been the case. You want to remove a
rule, you do it by using the Remove rule button on the page where all
your rules are listed.

Someone else's computer, library and config, plus a set of incomprehensible toolbar icons completely bamboozled me. I was looking for Add Rule and Remove Rule buttons to be nearby the Add Advanced Rule, Import, and Export buttons. Begs the question - why aren't they, aesthetics maybe?
