Extra paragraph breaks converting DOCX/RTF to MOBI

Calibre 2.70 [64bit]
Throughout my book, when converted to MOBI, many paragraphs have an extra paragraph break inserted before the last punctuation mark. This didn't occur on a previous draft and the previous version of Calibre I used a couple months ago.
I've attached a file that, if you convert it to MOBI, you should see extra breaks.
This problem goes away if I convert DOCX->PDF->MOBI, but that introduces other issues.
RTF->MOBI exhibits the same behavior.
I've tried twiddling a few options to see if it helps, but nothing has helped so far.

Update: It appears to be picking up paragraph breaks that were removed, but that are still present in Tracked Changes. In Word, if I Accept All Changes and Stop Tracking, the conversion works.

Yes, calibre does not support the Word change tracking markup, as it is quite a
lot of work to get it right. I might look into someday when I have some
spare time...
