popup Comments can not be displayed correctly in azw3 file

Bug Description

Device: Kindle paperwhite 2
file: azw3(convert mobi to azw3)
mobi file created by kindlegen

use kindle self popup comments
all display correctly with mobi file in kindle,but converted mobi to azw3,the comments can't be displayed correctly
example:
a chapter have 3 comments
when I click comment1, popup comments show the comments content from comment1 to comment3,and when I click comment2, display from comment2 to comment3.
but the display is correctly if I use mobi file in kindle

The Kindle uses some kind of heuristic to detect footnote boundaries. Since Amazon decline to share this heuristic with the rest of us, there is no way to guess what it might be and implement it. For best results, insert page breaks between footnotes, that way the popup will always show only a single footnote.
