Windows Alt+ key input does not accept hex digits A-F

Bug Description

OS and version:
Calibre 1.24 64-bit on Windows 7 64-bit

This applies specifically to the Edit Book subsystem, not to other parts of the program.

Problem:
Entering characters with the ALT+Plus+[number] combination fails when the hexadecimal value contains numbers A-F.

Condition:
Have necessary Windows registry entry for entering character codes > 0xFF via the ALT+Num mechanism.

Reproduction:
Edit book
Open any file in the editor
Key in [ALT]+[Num+]+[2233] . The corresponding character is printed on the screen.
Key in [ALT]+[Num+]+[22EE]. Digits '22' are accepted. The Alt key is treated as an ordinary meta key as soon as a letter key is pressed.

The Library does not have the same issue.

Fixed in branch master. The fix will be in the next release. calibre is usually released every Friday.
