Adding book or new format opening Windows\System32 folder as default

Bug Description
When adding new book or adding new format to existing book, the dialog open in Windows\System32 folder as default.
In detail:
I observed that when I add new book or new format, and the folder which I used for previous adding does not exist, Claibre open Windows\System32 folder as default. This behaviour is new.
As remediation I would see posibility to set "default folder" where to start such actions as adding books, covers etc... Or use last used folder and if such folder does no exist anymore, then use upper folder, one level up from last one.
