unable to input comment through the html tab

Bug Description
only with last version 1.9.0 - with a french instal (installed today - previous version was 1.7.0)
For commentaries, there is no more format option and when I try to input something with the html source tab, it does nothing: I can write something but I soon as I save the book or switch to the normal view tab, it disappears.
