Alphabetical wrong for accented character

Bug Description

In French alphabetical order ignores accented characters.
E, É, é , e are the same.
Currently, the alphabetical order is wrong. See the attached picture.

In the image sample:
 + sign next to the "+ [2] L'eau de la coline" should not be there. it appears randomly ?

Somehow icu collation order stopped ignoring case.
