Confusing tab order on Meta Search and Replace

Bug Description
Pressing tab on a form almost always follows left to right then top to bottom unless there's a good reason for a different flow.
On the Metadata, Search and Replace form this rule is not followed and there is no apparent consistency.
In particular, keyboard navigation is very useful when performing metadata operations. I'd expect pressing tab while on "Search for:" to go to "Case sensitive" then to "Replace with:".
