ebook viewer fails to open epub if any TOC entry is unreachable

Bug Description

ebook Viewer in Calibre 0.8.51 I never encountered in 50 or previous
on some epubs it seems then the TOC (Table of Contents) link doesnt match a file, viewer will fail to open giving a not found error.
this seems to happen when a file is converted epub to epub with split on chapters, the TOC isn't updated becoming invalid and will no longer open in Viewer.
these files still open in Stanza without error.
Opening in Sigil, deleting the TOC and regenerating it fixes the file. it will now open in Viewer without any further edit.

Viewer should either ignore the TOC error or notify user that the error exists but then continue to open the file rather than failing. an invalid Table of Contents isnt a Critical error.
