App Launches From Xfce Applications Menu But Not From Cairo Dock

Bug Description
Version: 3.4.1
DM: Xfce
I launch Steam from the Xfce panel and it successfully launches. However, when I make a steam launcher on cairo dock, the icon just bounces for a few seconds and then nothing happens.
To create the Steam launcher I simply dragged the icon in the Xfce apps menu into Cairo Dock.
