I adjusted your test a little as follows: After starting the desktop with cairo active I added libreoffice writer to the dock and made sure that the icons was locked. Than I disabled cairo-dock at startup. I also made a copy of the launchers dir. Than I quit cairo-dock. The launchers were all still there. I restarted my system (sudo shutdown -r now) Checked the launchers - all still there Than I started cairo-dock from the cinnamon-menu and - presto!! - the writer icon was removed during startup of cairo-dock!!
