bzrtools 1.4.0-1~bazaar1~hardy1 package installs plugin in wrong location

Bug Description

The bzrtools 1.4.0-1~bazaar1~hardy1 package installs the plugin to /var/lib/python-support/python2.5/bzrlib/plugins/bzrtools (files symlinked from /usr/share/python-support/bzrtools/bzrlib/plugins/bzrtools). Bazaar doesn't check this location for plugins so the bzrtools commands are not available with this package installed.

This is either a bug in the bzrtools package (it installs stuff in the wrong place), or in the bzr package (it doesn't look for packages in the right place).

Looking at the differences between the hardy and ppa packages, one thing I notice is that the PPA bzrtools package has DEB_PYTHON_SYSTEM=pysupport in its debian/rules file, while the hardy package uses pycentral. The bzr package from the PPA also uses pycentral which may explain the different install locations.
