does not read history from ide

I get this error when trying to access history or do a file compare with Bazaar.

I am on windows7 and i just updates phpstorm to 4.03 from 3.02 and I had the same problem on the old platform

More details of above problem:
it is working when I choose from the normal file window and choose compare with
but when I call the history and I have the panel with all the versions of the file and choose
a version and make compare it gives this erro message.

I updated the IDE to the phpstorm 5.0.4 version. The install dropped this plugin.
So I installed it again
I am getting the same problems as before

Can this be linked to a encoging problem I am on a windows seven box.
