launchpad packaging branch uptodate check does not follow stacking properly

Bug Description

Discovered by Barry Warsaw, and initially investigated by me, there's something wrong with the packaging branch uptodateness check's ability to follow branch stacking:

maxb@chimaera:~$ bzr info lp:ubuntu/precise/debootstrap
bzr: ERROR: Revision {<email address hidden>} not present in "Graph(StackedParentsProvider(bzrlib.repository._LazyListJoin(([CachingParentsProvider(None)], []))))".

Yet now set launchpad.packaging_verbosity = off in bazaar.conf, and the above command completes successfully.
