API documentation for bzrlib ought to be available on the web

Bug Description
It would be good if the bzrlib API doc was available on the web in a known, fixed location. Developer documentation, bug reports, blueprints, etc. could then reference it as appropriate.
Martin has suggested a nightly rebuild of bzr.dev APIs is a good start here. The naming scheme ought to accommodate various releases though so that the docs for 1.0 etc can be published and linked to.

This could be done through a cron job running on escudero. I think
there may be a script there but it's not currently active.
