External diff should not lock trees long time

Bug Description
Currently, when we use external diff, target trees are locked long time (until diff tool is closed).
Target trees should be locked only when diff tool is starting up.

I've fixed this behaivior in qbzr.
But I think this also sould be fixed in bzr core.
