confusing "Read only transport" error message

Bug Description
This keeps tripping me up while Q/A-testing Launchpad changes. If I push a branch where I don't have privileges to do so (usually to staging) the error I get is "read-only transport." But there's nothing wrong with the transport; the real problem is with where I'm transporting _to_, so to speak.
In this situation I would have expected something like "permission denied."
