Bug Description
various plugins have now started loading gettext files. This is done in the plugins __init__, which adds extra overhead to the bzr startup.
I'm not entirely sure what the correct fix for this is . We ideally want to delay loading these strings until they are actually used, but we also want to be able to e.g. see translated plugin descriptions.

This isn't as much of an issue for breezy, which is shipping more plugins with core.
