config.LocationMatcher may miss

config.LocationMatcher doesn't select the right sections when unrelated sections exist:

[/foo]
section=/foo
[/foo/baz]
section=/foo/baz
[/foo/bar]
section=/foo/bar

will select only /foo when queried for /foor/bar/quux
