Bug Description

lp.codehosting.codeimport.uifactory has a LoggingUIFactory that can non-interactively log to a logging.Logger object. This can be quite useful for daemons that use Bazaar, not necessarily just Launchpad.

It would be nice to move this UI Factory to Bazaar, so it can be used by others.
