Make bzrlib.transport a separate module

Bug Description

Hi there,

Maybe this is asking a bit much, but you never know :-)

I'd love it if bzrlib.transport could become a standalone python module. The specific reason I'd like it now is so that Cody's patch to dput[0] to add sftp support could be accepted. Using bzrlib.transport is clearly much nicer than raw paramiko, and it would be awesome if more apps could benefit from it without having to install all of bzr.

Wishlist clearly, but I hope someone thinks this is worthwhile. :-)

I guess this could potentially be handled either by making it a separate module that bzr depends upon, or just packaging it separately as python-bzrlib-transport. The second may be easier.
