per_working_tree should provide reusable scenarios

Some plugins want to add tests against all supported working trees, we recently changed the way these scenarios by inlining them into load_tests.

Factoring this piece into a function will makes reusing them easier.

Note that this is a different way to reuse the tests than registering new working tree formats (both are valid).
