This is a temporary XMLRPC failure (and a duplicate bug of something).

IIRC it was an http proxy bug for the xmlrpc client in bzrlib - either don't use a proxy, or upgrade your bzr.

Upgrading to 2.1.4 or a later bzr version will resolve this for you.
