bzrlib.tests.per_workingtree.test_readonly.TestReadonly.test_readonly_unclean uses WorkingTree._dirstate

This test should be modified to not use WorkingTree._dirstate (which doesn't exist for foreign formats) or be moved to be bzr-specific.

We want it to run against all bzr implementations that we can, so that
we can be sure future versions also handle it. But other than that, I'm
fine splitting it out of generic WorkingTree.
