Bug Description
some formats (bzr-svn, bzr-git, bzr-hg, probably other foreign formats as well) can not be cloned while stacking, even if the target format does support stacking.
there should be a flag to make the testsuite skip stacking tests; probably on RepositoryFormat?

Can you explain this a bit more? Cannot- be-clone- while-stacking. Seems
like it means you can't really stack then, either.
