Bug Description

some formats (bzr-svn, bzr-git, bzr-hg, probably other foreign formats as well) can not be cloned while stacking, even if the target format does support stacking.

there should be a flag to make the testsuite skip stacking tests; probably on RepositoryFormat?

Can you explain this a bit more? Cannot-be-clone-while-stacking. Seems
like it means you can't really stack then, either.

The inability to use stacked_on= clone() was what prompted me to file
this bug report, but you're right - it's *all* stacking that doesn't
work for some formats and that's what we need a flag for.

Cheers,
