support formats with distinct control directories for working trees and non-working trees

Bug Description
some formats, most notable Subversion but also git bare repositories do not support working trees in the same location as the repository and branch.
We currently already have some hacks to work around this for the smart server; these should ideally be extended to support working trees and branches in different locations in the test suite.
