bzr init rmverberr
cd rmverberr
echo Test>test.txt
bzr add
bzr commit -m "Single test file"
del test.txt
bzr rm --verbose

Changed in bzr:

Transcribe that to your local shell dialect and add -Derror to get a traceback something like:

Traceback (most recent call last):
  File "...\bzrlib\", line 926, in exception_to_return_code
    return the_callable(*args, **kwargs)
  File "...\bzrlib\", line 1126, in run_bzr
    ret = run(*run_argv)
  File "...\bzrlib\", line 691, in run_argv_aliases
  File "...\bzrlib\", line 713, in run
    return self._operation.run_simple(*args, **kwargs)
  File "...\bzrlib\", line 134, in run_simple
    return _do_with_cleanups(
  File "...\bzrlib\", line 165, in _do_with_cleanups
    result = func(*args, **kwargs)
  File "...\bzrlib\", line 1616, in run
  File "...\bzrlib\", line 50, in tree_write_locked
    return unbound(self, *args, **kwargs)
  File "...\bzrlib\", line 2095, in remove
    kind_ch = osutils.kind_marker(self.kind(fid))
  File "...\bzrlib\", line 549, in kind
    return self._kind(relpath)
  File "...\bzrlib\", line 553, in _kind
    kind = file_kind(abspath)
  File "...\bzrlib\", line 2178, in file_kind
    raise errors.NoSuchFile(f)
NoSuchFile: No such file: u'.../test.txt'

Just adding '.' or any other kind of path to the `bzr rm` command makes it work.
