bzr 2.3.0 does not report network traffic in .bzr.log

Bazaar 2.3.0 installed with a standalone installer on MS-Windows XP SP2.

The log message in .bzr.log at the end of each transaction reports zero network traffic:

  Transferred: 0kB (0.0kB/s r:0kB w:0kB)

This is a regression from v2.2.3, where there were meaningful numbers at that point.

"bzr version" shows this information:
